NI는 '문라이즈: 한국의 차기 대통령과 통치 방식'이라는 제하의 글에서 "경제 이슈가 통치 어젠다에서 핵심"이라면서 "경제를 회복시키고 삶의 기준을 향상시키겠다는 약속을 철저하게 이행하는 최선의 길은 최대 교역국 중국과의 관계를 개선하는 것이다"고 봤다. 이어 재벌개혁, 일자리 창출 공약 추진 등 문 후보가 내세운 "국내 개혁에는 시간이 걸릴 것이다"고 지적했다. NI는 그러면서 문 후보가 사드(THAAD·고고도미사일방어체계) 배치 재검토를 공약으로 내세웠다는 점을 전하며 국내 개혁 "정책이 이행될 때까지, 경제 상황을 회복시키는 쉬운 길은 사드 활용을 막는 것이다"며 "이렇게 되면 한국과 중국 양국 간 무역전쟁 조짐이 없어질 것이다"고 내다봤다. NI는 아울러 "북한과 데탕트(긴장완화)를 추구하는 문 후보의 현실정치적 접근은 이전 정책과 명백한 차이를 갖고 있다"며 "대북 강경책을 폈던 박 전 대통령은 사드 배치에 합의했고, 미국은 '전략적 인내'(Strategic Patience)를 취했다. 또 (배치 합의는) 버락 오바마 행정부 집권 마지막 해였다"고 지적했다. 이어 "미국은 (도널드 트럼프 대통령 취임 이후 대북 정책에서) 새로운 접근법을 선보이고 있다"면서 "사드 중단은 미국의 심기를 건드릴 수 있지만, 미국과 한국은 올해에 새로운 대통령을 갖게 된다는 점을 감안하면, 다른 상황이 조성됐다"고 진단했다. South Korean presidents can only serve one five-year term in office. President Kim was succeeded by another liberal, Roh Moo-hyun, who served as president from 2003–2008. The end of President Roh’s term gave way to a <a target="_blank" href="https://www.usnews.com/news/top-news/articles/2017-03-12/south-korean-liberals-set-to-end-nine-year-conservative-rule-brings-changes?offset=20" target="_blank" class="con_link">resumption</a> of conservative rule in South Korea. The party of Park Geun-hye has controlled the governing agenda regarding domestic and foreign policy for most of the last decade. Lost in the analysis of Park’s impeachment and removal is the political change that occurred in South Korea last year. On April 13, 2016, the elections for the National Assembly <a target="_blank" href="http://koreajoongangdaily.joins.com/news/article/article.aspx?aid=3017526" target="_blank" class="con_link">resulted</a> in a narrow victory by the liberal opposition (Democratic Party). This result defied the polling data and dealt a blow to Park’s ruling party. Another surprise was the emergence of the People’s Party, a centrist and reform-minded third party that won a surprising share of seats in the assembly. The center-left controls the National Assembly and in conjunction with votes from the now splintered conservatives, <a target="_blank" href="http://www.reuters.com/article/us-southkorea-politics-idUSKBN13X2JS" target="_blank" class="con_link">led</a> to 78 percent of the representatives in the National Assembly voting to impeach President Park in December. Now, the Democratic Party has chosen Mr. Moon to be its standard-bearer in the May election. The People’s Party is the vehicle of Ahn Cheol-soo who briefly sought the presidency in 2012 as an independent reformer. The political right is struggling to have a candidate poll in the double-digits. In the South Korean election system, the popular vote winner obtains the only prize up for grabs. This is why the Moon versus Ahn dynamic is the only matchup worthy of discussion. The conventional wisdom and polls have Mr. Moon winning the election, which will be proven correct when the voting occurs on May 9. When he quit the 2012 race, Mr. Ahn endorsed Moon Jae-in. While there are <a target="_blank" href="http://asia.nikkei.com/magazine/20170420/Politics-Economy/Two-front-runners-emerge-in-South-Korea-s-election" target="_blank" class="con_link">differences</a>—mainly in domestic policy—between the Democratic and People’s Party, they are not great enough for the political left to be fragmented at the polls. In the short term, his political movement is not strong enough and his brand is not distinct enough from that of the Democratic Party.
